1957-1962 yılları arasında Azerbaycan Devlet Üniversitesi Doğu Dilleri Enstitüsü, Arapça bölümünde okumuştur. Öğrencilik yıllarında Azerbaycan tarihini ve Azerbaycan devrim tarihini öğreten dernekler kurmuştur.
1963-1964'te Mısır'da tercüman olarak çalışmıştı. 1970'lerde ise ülkesinin bağımsızlığı için çalışmaya başladı. Bu yüzden 1975'te 'milliyetçilik suçu'ndan bir buçuk yıl hapis yattı.
Azerbaycan'ın Rus İmparatorluğu içinde bir sömürge olduğuna ve elbet bir gün bağımsız, demokratik bir cumhuriyet olacağına inanmıştır. Kendisini "Ben Atatürk'ün esgeriyim" diye tabir etmiş ve Atatürk'ten, Gandhi'den ve 1918-1920 yıllarında kurulmuş Azerbaycan Demokratik Cumhuriyeti'nin kurucusu Mehmet Emin Resulzade'den etkilenmiştir. Kuzey ve Güney Azerbaycan'ın mutlaka birleşmesi ve Dağıstan'a, Gürcistan'a ve Ermenistan'a verilen "Türk toprakları"'nın tekrar Azerbaycan'a geri verilmesini savunmuştur. "Turan'ın yolu birleşik Azerbaycan'dan geçer" diyordu.
Azerbaycan'ın bağımsızlık mücadelesinin içinde yer alan Elçibey, 1975'te siyasi faaliyetleri nedeniyle 1 yıl 6 ay hapis cezasına çarptırıldı. KGB zindanlarında ve taş ocaklarında ağır şartlar altında kaldı. Serbest kaldıktan sonra, 1977'den itibaren, Azerbaycan Ulusal Bilimler Akademisi'nde el yazmaları enstitüsünde görev yaptı. Görevi sırasında da bağımsızlık çalışmalarına devam etmiştir. 1989'da Azerbaycan Halk Cephesi'ni kurdu ve başkanı seçildi. Elçibey Dağlık Karabağ'daki Ermeni ayrılıkçılığına yol vermemek ve Azerbaycan'ın Sovyetler'den bağımsızlığını kazanması için çalışmış ve 1991’de SSCB’nin dağılması ile bağımsızlığını kazanan Azerbaycan’ın 7 Haziran 1992’de ikinci cumhurbaşkanı olarak seçilmiştir.
Cephedeki yanlış uygulamalardan ve yenilgilerden ötürü cephe komutanı Suret Hüseynov'u görevden almıştır. Fakat Rusya'nın Azerbaycan'ı terk ederken silahlarını Suret Hüseynov'a vermesinden sonra, Suret Hüseynov Azerbaycan'ın 2. büyük şehri Gence'de Haziran 1993’te ayaklanma başlatmıştır. Elçibey yardım için Haydar Aliyev’i Nahçıvan’dan Bakü’ye davet etti. Fakat Haydar Aliyev, Bakü'ye geldikten sonra Süret Hüseynov'u destekledi ve göstericilerin Bakü’ye yürümesi karşısında Elçibey halktan destek alamadı. Millî istihbaratın verdiği bilgiyi kullanarak kendisine karşı suikastın üstünü açmış ve iç savaşa yol vermemek için Haydar Aliyev ile konuşarak uçakla doğum yeri olan Nahçıvan’ın Keleki köyüne gitmiştir. 2 hafta sonra geri dönmeye çalışmasına rağmen şahsi koruması tarafından uçağı kurşunlanmış ve Nahçıvan'dan çıkış yolu kapalı kalmıştır. Ardından 4 yıl Keleki'nin abluka altında olması sebebiyle oradan ayrılamamış ve 4 yıl 4 aydan sonra Bakü'ye gelebilmiştir. Bu gelişmeler üzerine cumhurbaşkanlığı yetkileri Haydar Aliyev’e devredilmiştir. Ağustos 1993’te referandum ile Elçibey'in görevi resmen geri alınmış ve Ekim ayındaki seçimlerde Haydar Aliyev %99 oyla cumhurbaşkanı seçilmiştir.
Kasım 1993'te Anitkabir'i ziyaret etmis ve Anitkabir özel defterine su cümleleri yazmistir:
"Ey böyük Türk'ün böyük Komutanı! Seni ziyaret etmekle özüm ve milletim adına şeref duydum. Senin Asgerin."
Elçibey tam 4 yıl 4 ay sonra Bakü'ye geri dönüp, Azerbaycan muhalefetine katılmıştır. Bütün Azerbaycan Birliği'ni kurarak çalışmalarını Kuzey ile Güney Azerbaycan'ın birleşmesi üzerine yoğunlaştırmıştır.
Elçibey 22 Ağustos 2000’de 62 yaşında prostat kanseri nedeniyle tedavi gördüğü Ankara'da hayatını kaybetmiştir.
Defin törenine sekiz yüz bin kişi katılmış ayrıca Haydar Aliyev'in törene geldiği an halk
"En büyük Elçibey, başka büyük yok!"tarzında protesto sloganlarıyla karşılamışlardır. Bunun üzerine Haydar Aliyev bir süre sonra salonu terk etmek zorunda kalmıştır.

In E-Sim we have a huge, living world, which is a mirror copy of the Earth. Well, maybe not completely mirrored, because the balance of power in this virtual world looks a bit different than in real life. In E-Sim, USA does not have to be a world superpower, It can be efficiently managed as a much smaller country that has entrepreneurial citizens that support it's foundation. Everything depends on the players themselves and how they decide to shape the political map of the game.
Work for the good of your country and see it rise to an empire.
Activities in this game are divided into several modules. First is the economy as a citizen in a country of your choice you must work to earn money, which you will get to spend for example, on food or purchase of weapons which are critical for your progress as a fighter. You will work in either private companies which are owned by players or government companies which are owned by the state. After progressing in the game you will finally get the opportunity to set up your own business and hire other players. If it prospers, we can even change it into a joint-stock company and enter the stock market and get even more money in this way.
In E-Sim, international wars are nothing out of the ordinary.
Become an influential politician.
The second module is a politics. Just like in real life politics in E-Sim are an extremely powerful tool that can be used for your own purposes. From time to time there are elections in the game in which you will not only vote, but also have the ability to run for the head of the party you're in. You can also apply for congress, where once elected you will be given the right to vote on laws proposed by your fellow congress members or your president and propose laws yourself. Voting on laws is important for your country as it can shape the lives of those around you. You can also try to become the head of a given party, and even take part in presidential elections and decide on the shape of the foreign policy of a given state (for example, who to declare war on). Career in politics is obviously not easy and in order to succeed in it, you have to have a good plan and compete for the votes of voters.
You can go bankrupt or become a rich man while playing the stock market.
The international war.
The last and probably the most important module is military. In E-Sim, countries are constantly fighting each other for control over territories which in return grant them access to more valuable raw materials. For this purpose, they form alliances, they fight international wars, but they also have to deal with, for example, uprisings in conquered countries or civil wars, which may explode on their territory. You can also take part in these clashes, although you are also given the opportunity to lead a life as a pacifist who focuses on other activities in the game (for example, running a successful newspaper or selling products).
